OK, I'll disagree. Many years ago, Jeremy Hardy and Jack Dee did a one-off
Jack and Jeremy's Police 4. This was exactly like BES, in the sense that it
was a live Telethon/Crimewatch style programme. I think it was before Brass
Eye, IIRC.

Point is, the end of the show was a song:

"People like us
Should never be found
Divided up in bin bags
On a patch of waste ground.

People like us
Shouldn't be gagged and bound.

[Chorus] Let's put an end to crime
Let's see the bastards all do time.
Let's beat crime on the street.
Let's put an end to crime."

The show also featured a live phone-in execution.

I've got it on video somewhere. A definite precedent for BES.
