The latter. The former isn't idiotic, per se, just a waste of cash,
when BitTorrentland does it all for free.

The way they're proposing is the thinking of a billcock-sucking
corrupt corporacretin who can't see beyond the fat cheque Ballmer has
dangled.

You might think we could expect better of the BBC. You'd be wrong.
